does the 2014 mini lan interface support remote power on/off?

so far as I know, Apple doesn't support WOL from S5 state, which is powered off state. the Wake up for network access option is only for sleep state.

Could you clarify your statement? Wake from sleep for LAN is built into the OS. So is boot after power failure... crashing the box and tripping power to wake is a quick path to HD corruption and ultimate failure to boot. I would not call either of those features remote power on, in fact I do not know of any home computer system that does remote power on.
