Question about the iPad 2 digitizer

I recently purchased a digitizer from someone on eBay. All that's left is applying adhesive, but I noticed the digitizer isn't responding well. I have a case with 4 straps that keep the digitizer in place. Shouldn't the digitizer work completely before applying the adhesive? I've been noticing dead spots, and strange behavior.
