A flashing question mark means it can't find the OS on your HD or SSD.
This could be because the disk or SSD was removed if you just bought the system. It's also possible the HD/SSD is no longer working. Lastly, the system files have become corrupted.
To start with you'll need to get the Apple supplied recovery DVD (& USB optical drive) or Apple supplied recovery flash drive or lastly, a bootable external HD or SSD you created.
Try starting up with a bootable HD/SSD to see if you can even see the internal HD or SSD. You can try going to the Apple menu About this Mac and then select More Info to review what the system thinks your storage is and if it is even present.
If you have anything on this drive you may want to make copies as you will likely need to repartition & reformat and reinstall the OS on the drive.

If you unscrewed the logic board or parts on it then you may have failed to screw them back on, properly- this is what happened to me, but as soon as I put the screws back in properly (by which I mean back in, full stop :) ) it worked fine. Fingers crossed for you :)
