Shift and Alt keys on left hand side, weird symbols ˜ı◊ÔÒ

Basically the shift and alt keys on the left side of the keyboard are producing weird symbols when used with other keys. The shift alt esc function doesn't work either.

When trying to type capitals with the left shift button i get weird symbols instead i.e. ÍÏ˝ÓÔÒ, when trying to use the number key symbols with the left shift key i get ⁄€‹›fififl

All other keys are fine except the right alt key is the same however the shift alt esc function on the right side still works.
