Battery charging does not work, is the battery faulty?

When I plug in charger the battery symbol comes up showing low charge in red below 5%. It also indicates that the cable should be connected (when it already is plugged in). In trying to recharge I find that the battery has now completely discharged. Can I rule out the charging dock as I have seen these advice symbols for recharge? perhaps the next stage is to replace the battery?
