As long as you have a functioning original chip from the original flex , usually marked with something like LXNA275 you can with the right tools move the surface mounted IC from the torn flex to either a new flex or to a flex from a donor flex that is not liquid or has missing components. As long as the chip , flex and surrounding components are intact it should function as required.
