Why won't car start or crank and cooling fans running?

My 09 Altima 2.5 will not start or turn over at all. Replaced battery, starter, checked fuses, steering column lock was removed several years ago bc of the issue that had. Checked key fob. Brake pedal is extremely hard to push now also. Push start button, lights on cluster come on and radiator cooling fans running wide open. Push start button again and stops. Daughter was leaving high school and it just started to slowly die in middle of road. After that nothing. Any answers? I'm stumped. I can take a wire and jump it from the starter relay under the hood to the starter or battery can't remember without being right in front of it but starter will turn over. ECU or BCM maybe?
