Why is my phone stuck in an eternal loop of restarting?

My phone was lagging so decided to try restarting my phone, but I pushed the restart button and nothing happened. I pushed it a few more times then pushed the power off button. Immediately the phone restarted and when it finished, it restarted again. It restarted over and over again for about 2-3 hours before it stopped (probably because it ran out of battery) and holding the power button would just make the screen slowly flash black. when I plugged it in, it turned on again but it just starts the eternal loop of restarting again.
