@aspirant_fool post some pictures of the complete board (both sides). Looks like there may have been some corrosion on the board. Use something like this guide Step 11 fwd to clean it. [guide|5825] Could be a fuse but could also be some other component. Use your multimeter to check the fuses for continuity and check your DC circuit for the same. Make sure that your GBA gets power.
