@zeb1 most likely because of the way the houses are wired. The one with the higher rated amperage may have more outlets on that circuit, and may have more amperage that is drawn from it. It may already be close to the 20 amps and then you turn the MW on and it pushes it past the rating, popping the breaker. You would have to unplug everything from that circuit to determine what is all on it.
