Restored I watch will not sync

Hello,

i got a freshly restored iwatch series 3 but when I get to the nebula/sun screen to sync with my phone. It just will not do anything. I’ve tried different phones and resenting devices and my network settings. No avail. I can’t find anything online about this issue so I’m hoping I can get some good support/ideas here on my issue.
