Can my Elgato Capture card read do stream text to voice for comments?

Hi, I was just wondering if I could set up my Elgato Capture card to read my stream comments to me while streaming. If I have another device watching my stream so I can see chat, it makes my internet SUPER bad. Is there any way to do this? Thanks in advance?
