First, I would suggest restoring the software using iTunes. Just plug in your iPod to your computer, open iTunes, and restore the system (make sure your music is all backed up in iTunes first).
If, after restoring, it is still showing lines, then probably you need a new LCD screen. They're not currently available on iFixit, but you should be able to buy one on eBay, or send it in for professional repair.
