I think it’s a software issue. Updated to ios12 public beta 3 days ago, no unresponsive screen sense that time, prior it was happening daily. Home button, power and volume rocker  all worked, but couldn’t do touch screen. I’m running a 2nd gen iPad or 12.9 and all is good now.
