Clean all the connectors as well. Yes, it is okay to submerge the board in alcohol. When they are properly cleaned, let them airdry for a brief time. Then repalce the battery with a new one. These batteries will fail so you will have to replace them for proper troubl shooting. Once you have done all that, reassemble your device and now you can charge it or try to turn it on.
