-The wifi/bluetooth chip is soldered directly to the motherboard. Sounds like the phone has probably experienced a substantial impact at some point, but there could be other causes. Either way, I cant see it costing less than $150 with around a 10 day turn around time. I would personally contact iPad Rehab in New York and ask if they'll take the repair.
